How would you solve the issue of religious persecution in Saudi Arabia?

This is a question for a history essay. Extreme forms of religious persecution are practiced in Saudi Arabia (a href="http://www.persecution.org/awareness/persecuted-countries/)" rel="nofollow"http://www.persecution.org/awareness/per…/a but what can be done? I don't think the UN or the US can do anything because Saudi Arabia has oil as leverage and no one wants to get their oil cut off. Please Help!
