Creative legislation anyone?

Does anyone have any crackpot, wild legislative ideas that they are just dying to share with other people? Mine: since it is inevitable that middle cl pays 3-9% on their income taxes soon to support universal healthcare: then how about congress drops the approximate 54% of income taxes that go towards wars the middle cl didn't START in the first place? 54% of our income tax goes toward past and recent wars. Why don't we let the upper cl rich pay for that crap sense they start and support the wars anyway? I would much rather pay for a 3% healthcare tax than a 54% war tax that I abhor. Maybe if the rich were the ones solely taxed for their constituency and decisions, they would think twice about wasting unnecessary resources, time, lives and news coverage...
