Make two complaints. One to the Better Business Bureau and the other to the state contractor's licensing board. If their license, bond and insurance number is listed on the contract, you can also make a claim against their insurance for what you have already paid. (If you call the owner and tell him what you plan to do, you probably will get some action a lot quicker.)
